More than thirty years across the claim process
Jeffrey S. Aal began handling claims in 1995. His work has included carrier claims positions, independent-adjusting management, public-adjusting engagements, and expert witness and litigation-support assignments. That history matters because the same document can look very different depending on who prepared it, what decision it was intended to support, and what information was available at the time.
His experience includes commercial and personal-lines property losses, claim investigation, scope and repair analysis, Xactimate estimating, valuation, fraud assessment, subrogation, litigation management, and large-exposure claims. He holds the Associate in Claims designation and earned a Bachelor of Arts degree from California State University, Bakersfield.
The point is not to make every assignment larger. It is to identify the actual question, locate the controlling source material, and produce a work product that another professional can follow.

Jeffrey leads Absolute Adjusting and performs claim consulting, public adjusting, and expert witness work. His practice focuses on complex property-loss files where scope, estimating, documentation, chronology, or claim-handling issues require disciplined analysis.
Shana Noe
Shana directs office and inventory operations. She brings approximately twenty-five years of insurance-claims experience, including carrier property and general-liability adjusting. Although she is no longer an active adjuster, that background informs the way inventories are organized, questions are routed, and unresolved work is brought to the right person.
How Absolute Adjusting approaches an assignment
- Define the role. Expert work, consulting, inventory preparation, and public adjusting carry different duties and should not be blurred together.
- Build the source record. Important conclusions should be traceable to the documents, photographs, measurements, interviews, or other material that supports them.
- Separate fact from analysis. Assumptions, limitations, unresolved conflicts, and matters outside the assignment should be identified plainly.
- Use human review. Software and automation can organize information, but professional judgment remains responsible for the final work product.
